Cant get this drive to format fat32

I tried doing the command line way it took twelve hours and now when i try to open it it says it needs to be formatted.
Windows will only let me format it as exfat or ntsf. I need it fat32 for ps3. any help would be appreciated

tried the Gparted Live CD? it can create partitions in many formats

PS whats the drive size?
