I know Canada, has a Football league. So the NFL team that had the worst record, goes into the Canada league, and the Winner of Canada football league, joins the NFL. Right Now, the Giants & Raiders, are both 2 & 11. Say at end of season the Giants have the worst record for the season, they would become a CFL team. Toronto Argonauts, becomes a NFL Team. For the Giants to come back into the NFL that need to win the CFL. Toronto Argonauts, would continue as an NFL team until a time they become the team with worst record. This would kill divisions over time, but does it matter?
